(ii) In Rule 10, after sub-rule (5), the following sub-rules are inserted, namely:- The Central Government hereby adopts the following rules amending the Arms Regulations of 2016, namely:— Apart from this, the Ministry of the Interior has also made other necessary amendments to the Weapons Regulations of 2016 by amending the Arms Law of 1959 as well as the Weapons Act (Amending Law). 2019. These changes also clarified that Indian citizens do not need a license to acquire and possess small arms and light weapons that fall into the category of curiosities. However, the use, transport or transport of such small arms and light weapons would require an appropriate licence, if any. Without the inclusion of these firearms in the licence prescribed by the owner, no ammunition intended for their use may be sold. It should be noted that under the provisions of the Weapons Amendment Act, 2019, the maximum number of firearms a person can possess has been reduced from three to two. Under the new rules, international medalists/renowned shooters are now allowed to keep additional weapons up to a total of twelve in the exempt category, which was previously seven. If a shooter is known in an event, he can keep a maximum of eight (previously there were four), if a shooter is known in two events, he can keep a maximum of ten (previously there were seven) and if a shooter is known in more than two events, he can keep a maximum of twelve (previously there were seven) firearms in the released category.

The junior sport shooter/budding shooter is now allowed to possess two weapons (previously one) from each category in which the person is a junior target shooter/budding shooter. This provision is intended to make it easier for shooters to train with different types of firearms. In addition to the above exceptions, shooters have the right to possess two firearms as normal citizens in accordance with the provisions of the Weapons Act 1959. (b) “7. Indian citizens are not required to obtain and possess Small Arms and Light Weapons in the Curio category. In this context, the Ministry of the Interior, in its communication under the Weapons Act of 1959, took precautions to provide shooters with firearms and ammunition appropriate for their exercise. In its communications of 12 February 2020, the Ministry of the Interior amended the provisions of the Weapons Act of 1959 and the Weapons Laws of 2016 in order to increase the number of firearms that can be stored by shooters and to increase the amount of ammunition set for their exercise for the year. These provisions are intended to greatly facilitate their practice of shooting. Similarly, the amendment to the provision of Rule 40 of the Weapons Regulations, 2016 has also significantly increased the amount of ammunition that can be purchased by shooters for practice during the year. According to the new regulations, for .22 LR rifle / pistol 5000 instead of 1000, for other types of pistols / revolvers 2000 instead of 600 and for shotgun calibers 5000 instead of 500 can be purchased from shooters.
